Unpaid Item/Final Value Fee Credit Abuse

eBay policy does not permit members to abuse the Unpaid Item process. Sellers may not file for a Final Value Fee credit on a transaction where the buyer paid for the item.

If a seller filed for a credit on a transaction that was completed, please contact us so we can investigate the situation.

Sellers who falsely report Unpaid Items may be subject to a range of actions, including:

  • Reversal of all credits for the time period in question

  • Loss of the right to use the Final Value Fee Credit system for a period of time

  • Account suspension

  • Forfeit of eBay fees on cancelled listings

  • Loss of PowerSeller status

Some Examples

  • A buyer sends full payment to the seller and receives the item(s) from the seller. The seller still files an Unpaid Item dispute.

  • A non-selling seller files an Unpaid Item dispute.

Buyer Protection
If you paid for the item but did not receive it, or the item is significantly not as described, we encourage you to communicate directly with your seller and/or PayPal to track the payment and resolve the problem. Seller Non-Performance Policy
We understand that on rare occasion a seller cannot fulfill a selling obligation. However, eBay policy does not permit sellers to refuse payment at the end of a successful transaction. If your seller refused to complete the transaction in violation of this policy, please contact us through our Seller Non-Performance Policy so we can investigate the situation.

Why does eBay have this policy?

eBay provides an online Unpaid Item process through which the buyer and seller can communicate with each other to resolve Unpaid Item disputes. This policy does not permit claiming credits for Final Value Fees on transactions that were completed successfully.
