What should I do if my credit or debit card is declined?
If your credit or debit card is declined during seller verification, when making payment, or at some other time, you'll need to contact the issuer of your card. Here are some things you need to know:
eBay will verify your account by charging $1.00 to the card. This is a common way of making sure a card is active. If you don't have at least $1.00 available on the card, it will be declined. This charge is a temporary hold and it will be released soon. It is up to the issuer of your card to release the hold.
Make sure that you don't have daily transaction limits in place that are less than the amount you are trying to pay. For example, if you have a daily limit of $100 on your card, and you try to make a payment of $150, it will be declined.
If the card is new, make sure it's been activated.
Verify that the billing address your card issuer has on file for you is identical to the one you are using on eBay. If you've recently moved, double-check that that your card issuer has your new address.
If you have two names on the card, or a business and a personal name, make sure you are entering the names in the same order that they appear on your statement. If you need to, use one of the address boxes.
You usually can't use a pre-paid credit card to verify your account. If you continue to have problems using a credit or debit card to pay your eBay fees, you can make a one-time payment using another method.
Verify that the card verification value (CVV) number you entered matches your current bank records. For security reasons, when a new card is issued some credit card companies change the CVV number while the card number may stay the same.

To see your current account balance, go to My eBay and click the Account tab.
From here, you can also select an invoice and see an itemised list of your selling fees.
If you bought something on eBay and paid with PayPal, the charge is on your credit card statement if you selected your credit card as the payment method.
