Selling of Stamps eBay does not permit the sale of stamps that are fraudulent or improperly described. RE-GUMMED STAMPS All Australian Postage Stamps are produced with an adhesive backing that allows them to be attached to a letter and parcel article once only. The design of this adhesive is such that if the stamp is subsequently removed from the article after use (normally by soaking in water - or "washing") no adhesive will stay on the stamp. Australia Post is aware that - from time to time - used and "washed" Australia Post postage stamps are offered for sale to the public, with the obvious intention that they will be re-used to obtain further postal services rather than to be added to a Stamp Collection. These stamps - which are taken from delivered postal articles, and which have been 'washed', or treated, possibly including removing evidence of the cancellation of postage - are not to be offered for sale as uncancelled stamps, capable of being used to procure postal services. Section 471.5 of the Criminal Code Act (1995) (Commonwealth) states that "A person is guilty of an offence if the person dishonestly uses for postal services a postage stamp that has been previously used for postal services"".
