Accepted Payments Policy


eBay wants to ensure that the marketplace offers buyers safe, appropriate and convenient payment choices for the marketplace. It is a condition of eBay supplying the services at the Site that eBay requires sellers to offer payments through PayPal (with some exceptions set out in the Policy below).  PayPal is not only convenient to use, but it also offers buyers and sellers industry leading protection against fraud, chargebacks and theft of financial data.

Merchants with their own merchant credit card processing account, and those who use a third-party credit card processor, may also offer their buyers the option of paying directly with a credit card online (including through third party checkout) or by phone.

Offline payment methods generally do not offer the same level of protection or convenience as online payments. Nonetheless, they may be appropriate for certain types of transactions and sellers may use listings to offer acceptance of cash (other than by mail or courier) and most valid financial instruments, including personal cheques, bank cheques, money orders or COD.

Pay on pick up

“Pay on pick up” refers to circumstances in which a buyer or their agent pays for their item at the time that the item is delivered or picked up.  So, while offline payment methods generally do not offer the same level of protection or convenience as PayPal, they may be appropriate in “pay on pickup” situations.  When offering “pay on pickup”, sellers may accept cash and most valid financial instruments, including personal cheques, bank cheques, money orders or COD.

Policy

To improve the safe payment options available to buyers, it is a condition of eBay supplying the services at the Site that eBay requires all sellers to accept PayPal in their listings with the exception of listings in the categories of cars (to which eBay’s vehicle purchase protection policy applies), motorcycles, aircraft, boats, caravans, trailers, trucks (commercials), services, real estate and businesses for sale. Other additional payments options, which are currently permitted onsite, may also be provided.

Permitted on eBay.com.au: Sellers may offer to accept PayPal, COD (cash on delivery or pick up) or cash for in person transactions. Sellers may offer to accept personal cheques, money orders, bank cheques and other negotiable instruments. Some examples of evaluated payment services permitted in the eBay marketplace are: Allpay.net, Bidpay, Canadian Tire Money, cash2india, CertaPay, Checkfree.com, hyperwallet.com, Moneybookers.com, Nochex.com, Ozpay.biz, PayPal, Paymate.com.au, Propay.com, XOOM.

Not permitted on eBay.com.au: Not permitted on eBay.com.au: it is a condition of eBay supplying the services at the Site that (i) Sellers may not solicit buyers to, and buyers may not, mail cash; (ii) Sellers may not ask buyers to, and buyers may not, send cash through instant cash transfer services (non-bank, point-to-point cash transfers) such as Western Union or Moneygram; (iii) Sellers may not solicit, and buyers may not make, payment through "topping off" of a seller's pre-paid credit or debit card; and finally, (iv) sellers may not request, and buyers may not make, payment through online payment methods not specifically permitted in this policy. Please see the "Some Examples" section of this policy for those evaluated payment services not permitted in the eBay marketplace.

Misleading & Discouraging Payments

Sellers who state in their listing that they accept certain payment methods must not selectively offer those payment methods to buyers or discourage buyers from using those payment methods.

This means that sellers must always accept payment from buyers through the payment methods they have selected in their Payment Details section of their listing, and must not act in any way to discourage buyers from paying by these methods.

This policy is not only limited to communications made in listings, but also includes all correspondence between a seller and buyer that relates to an eBay transaction.

PayPal may also take action against sellers, in accordance with its User Agreement and applicable policies.

Violations of this policy may result in a range of actions including:

  • Listing cancellation

  • Forfeit of eBay fees on cancelled listings

  • Limits on account privileges

  • Loss of PowerSeller status

  • Account suspension

Some Examples

You can say the following in your listings:

  • I prefer bank deposit, but accept all forms of payment accepted by eBay

  • As cheques and money orders do have limitations, sellers can state that they only accept cheques and money orders from buyers in Australia.

You cannot say the following in your listings:

  • I accept PayPal but do not accept credit card payments through PayPal 

  • I only accept credit card payments for amounts greater than $15

  • I only accept PayPal from international buyers

  • I do not accept PayPal. (When the seller has indicated in their payment options that they do accept PayPal.)

  • I only accept bank deposit (when the payment options show that PayPal is a available)

Safety and convenience are at the core of eBay’s policies toward payments. This policy is designed to promote safe online shopping, and to encourage online payment methods that are safe, easy to use, reliable, and offer high levels of protection for users. The policy also attempts to preserve some flexibility for users that still prefer offline payment methods.
